error in tlmgr today

Out of curiosity I tried this out by hand, first by browser then then wget.
The time required for the following is interesting.

$ time wget https://mirrors.ircam.fr/pub/CTAN/macros/latex/contrib/
real 0m1.135s

$ time wget https://mirrors.ircam.fr/pub/CTAN/macros/latex/contrib/IEEEtran/
real 0m0.142s

The time for contrib is quite variable. I once got

$ time wget https://mirrors.ircam.fr/pub/CTAN/macros/latex/contrib/
real 0m3.559s

The time taken depends on the content of the filesystem cache on the
server. Via the browser all the files date back to 2015-08
