latex2nemeth failures on windows

I made a short test with latex2nemeth

In the windows command line it fails with

C:\texlive\2021\bin\win32\runscript.tlu:935:
C:\texlive\2021\bin\win32\runscript.tlu:902: program not found (not
part of TeX Live): sh


In a git bash it then starts but 

latex2nemeth nemeth-test.tex nemeth-test.aux
Picked up JAVA_TOOL_OPTIONS: "-Dfile.encoding=UTF8"
[main] ERROR com.latex2nemeth.symbols.NemethTable - Could not load
the encoding table from \encoding\nemeth.json


After I tracked down the nemeth.json in the doc folder and copied it
into the current folder 

   latex2nemeth -e nemeth.json nemeth-test.tex nemeth-test.aux

succeeded
