texshade doc with empty pages

Very strange: I can open the file
K:\texlive\2021\texmf-dist\doc\latex\texshade\texshade.pdf

with Acrobat 7.0 as well as with Acrobat Reader DC version
21.001.20149.37945, but when I use texdoc with Power Shell there are
errors. The default character set is UTF8. There is not any cp15.. that
I know.
