I don't understand what happened, but maybe a transient problem at the
mirror chosen from mirror.ctan.org? Retry and see if it goes away?

Also, CTAN just switched the http://mirror.ctan.org multiplexor that we
use to be https[-only]. I don't think that is related, but since you and
another user both reported problems last night, thought I'd mention.

We will change our calls to use https://mirror.ctan.org as soon as we
