VPAT

Some time ago a question of VPAT statement
(https://www.itic.org/policy/accessibility/vpat) for TeX was raised on
texhaq.  It looks like the absence of this statement might be a
problem for the use of TeX in many government related situations.


I've started writing VPAT statement for TeXLive:
https://github.com/TeXUsersGroup/TeX-VPAT.  I would like to add other
distributions like MacTeX and MikTeX, but I do not know about them
enough to do this myself.

If you want to help, let me know - there are many tables to fill.
