TeX Live 2021 and FreeBSD 13.0

FreeBSD 13.0 was officially released yesterday, and I'm pleased to report
that I was able to build a new VM for it, and then build yesterday's
snapshot of the TeX Live 2021 tree (still changing daily ....) with
both gcc-8 and clang-11.  The build documentation at

	http://www.math.utah.edu/pub/texlive-utah/README.html#freebsd-13-amd64

has been updated, as have my build-asymptote.sh and build-texlive-2021.sh
scripts.
