Which is not good, because you preserved the format files which is
incorrect, built with a different version.

Please go into ~/.texlive2021/texmf-config/web2c and delete all format
dumps (*/*.fmt) there. They *should* *not* *be* *there*.

What you REALLY need to do is:
* select only those files that *you* *yourself* did put into ~/.texlive2021/texmf-config/
  that is fonts or whatever, and move those to
	~/texmf/
* everything else can be ignored and left out and will be regenerated on
  demand
