Installation of TeX live 2021 on Windows 10 fails with Perl error message in TLWinGoo.pm line 1340

Gentle reader,


the error occurs on a fully patched Windows 10 PC, version 20H2, Build
19042.906 as soon as the installation process switches to the window
"TeX Life installation program" with the message:


Installing to: C:/texlive/2021
Undefined subroutine &TeXLive::TLWinGoo::is_vista called at
C:/Users/chris/AppData/Local/Temp/nsv946F.tmp/install-tl-20210408/tlpkg/TeXLive/TLWinGoo.pm
line 1340, <STDIN> line 106.
