has the search path during format creation been changed?

I have tried by copying latex.ltx into a current directory:
c:/usr/work/latex.ltx

fmfutil-sys --byfmt latex

... ...
(c:/usr/work/latex.ltx
... ...

So I think that the current directory is searched, by pdftex
in this case, when fmtutil-sys is used.
