Bugs in texlive 2021

Hi All

Some issues about TexLive 2021

1)
I ran the installer with ./install-tl --gui=perltk for a full install on 
(updated) Ubuntu 20.04
It could not detect the symlink in /usr to my texlive directory
The installers in 2020, 2019 etc. all could.

2)
tlmgr has language problems
echo $LANG $LC_MESSAGES
de_DE.UTF-8
POSIX

tlmgr conf ...

Sorry, no translations available for POSIX (nor POSIX); falling back to 
English.
     Make sure that you have the package "texlive-msg-translations" 
installed.
