TexLive 2021 does not update powerdot

Hi,

As far as I see, powerdot package is not updated in TexLive 2021 even
though it is updated version is on ctan.

I'm not sure if it's an issue related to the migration from 2020 to
2021. The package seems like updated after 2021 code freeze but before
its release.
