I've downloaded the ISO image and installed it on SUSE tumbleweed (rolling release).
installation went smooth (~21min on SSD).

then I've checked for updates:

$ tlmgr update --list
tlmgr: package repository https://ftp.fau.de/ctan/systems/texlive/tlnet (verified)
tlmgr: would save backups to /42.2/usr/local/texlive/2021/tlpkg/backups
update:   beebe              [855k]: local:    58605, source:    58697
update:   luatex            [1849k]: local:    58499, source:    58702
update:   texlive-msg-translations [139k]: local:    58681, source:    58693
update:   xcharter          [2475k]: local:    57009, source:    58704

but (first) update only installed one pkg texlive-msg-translations with no "please run again" hint or similar. why???

$ tlmgr update --all
tlmgr: package repository https://mirror.informatik.hs-fulda.de/tex-archive/systems/texlive/tlnet (verified)
tlmgr: saving backups to /42.2/usr/local/texlive/2021/tlpkg/backups
[1/1, ??:??/??:??] update: texlive-msg-translations [139k] (58681 -> 58693) ... done
running mktexlsr ...
done running mktexlsr.
running mtxrun --generate ...
done running mtxrun --generate.
tlmgr: package log updated: /42.2/usr/local/texlive/2021/texmf-var/web2c/tlmgr.log

only a 2nd "update --all" run finally installed the remaining packagesL

$ tlmgr update --all

is this new to tlmgr 2021 ?
I think there should at least be a warning message "there are more package to update, pls run again"
or better install all packages in one run...

next test will be on Ubuntu 20.04...
