tug.ctan.org inaccessible on a specific machine

Actually I have been experiencing troubles with connecting to math.utah.edu <http://math.utah.edu/> as well. Name resolution times out, and ping gets no response. I’m seeing this from my home office, which is connected via CenturyLink.  A trace route dies at

which I believe is the beginning of the Utah education network. The 67.128.0.0 is in the CenturyLink space. 

No problem when connecting from work within the fsu.edu <http://fsu.edu/> network.
