tug.ctan.org inaccessible on a specific machine

Well, I certainly was doing nothing of the sort (hitting it "permanently"):

tug.ctan.org is not my default, and I only switched to it (and noticed the timeouts) yesterday, when I was too hasty in trying to upgrade to 2021 before the mirrors were ready (you very kindly helped with that in another thread; thank you!).

I was simply trying to wget update-tlmgr-latest.sh from it on a whim yesterday, and it unexpectedly timed out.

This morning, I hadn't hit tug.ctan.org in over 7 hours; I'm still getting nothing.

So no, I am not subjecting that server to some kind of traffic assault..
