upgrading from 2020 to 2021

I downloaded the updater with
wget http://mirror.ctan.org/systems/texlive/tlnet/update-tlmgr-latest.sh
In fact, I just did the exact same thing now, to the same effect: deleted the .sh script I had, ran that wget command again, and ran
sh update-tlmgr-latest.sh -- --upgrade
again, with the same result as before.
Is the updater at http://mirror.ctan.org/systems/texlive/tlnet/update-tlmgr-latest.sh
not up to date? That's the link on the instructions website..
