Probably unreliable, but I usually take a peek at the few initial lines of

http://dante.ctan.org/tex-archive/systems/texlive/tlnet/tlpkg/texlive.tlpdb
---------------

and look for

---------------
depend release/2020
---------------

so I infer it's TL 2020 still.
