I uploaded the vector source of tlmgr.ico to the subversion
repository, in Master/source/tlgui/

The windows uninstaller, <root>/tlpkg/installer/uninst.bat, is
generated during postinstall. Note that
<root>/tlpkg/TeXLive/TLWinGoo.pm is the module with windows-specific
subs.
