does tlmgr have a `pip install requirements.txt` like feature

After a brief search it doesn't look like there is a way to install
packages from file with a list of package names? in python land `pip
install requirement.txt` is an example where the install dependencies are
specified in a file.

I would be happy to be wrong about this but didn't seem to find what I was
looking for.  I think this would be a very useful feature when you want
more fine grained control over what packages are installed, i.e. reduce
installation time over a network.
