problems with local user format files

Hi Ulrike,

I cannot add much to what Zdenek said. The only time I have seen this is
with missing formats that are then auto-generated in $TEXMFVAR instead
of $TEXMFSYSVAR.

Possible ways to disable this behaviour are:
- set MKTEXFMT=0 in texmf.cnf and disable automatic format generation
  completely
- change the code that formats are always generated in TEXMFSYSVAR and
  if that is not possible, fail

Add
	MKTEXFMT=0
to your .../texlive/2020/texmf.cnf
