problems with local user format files

Hi all,

I am not sure but I think that it happens if a format is requested but
does not exist in the global TEXMF-VAR tree. In such a case it is
automatically generated in the user's tree and does not get updated.
If the maintainer creates all formats during installation and they are
updated after each "tlmgr update", it should not happen (unless a user
generates a format explicitly).
