Problem with xelatex 2020.7.18

Dear TeX Live team,

I am using (enjoying) TeX Live with TeX Live Utility and TeXShop on a Mac pro 2019.
After the last change, I have the problem that I get the following message

/usr/local/texlive/2020/texmf-dist/tex/latex/xkeyval/xkeyval.sty:62: Package xk
eyval Error: xkeyval loaded before \documentclass.

See the xkeyval package documentation for explanation.
Type  H <return>  for immediate help.

Ignoring (by a return) I get a bad formatting (see Ch02-bad.pdf enclosed).


The solution I have found is to load locally
eso-pic.sty 2018/04/12 v2.0h eso-pic (RN)
expl3.sty 2020-07-17 L3 programming layer (loader) 
l3backend-xdvipdfmx.def 2020-06-29 L3 backend support: xdvipdfmx
xelated.fmt (preloaded format=xelatex 2020.7.18)
(all enclosed with which I get Ch02-good.pdf)

The problem might be that one of the above files in particular expl3.sty
or l3backend-xdvipdfmx.def (which are not loaded with the preloaded format=xelatex 2020.10.31)
may have been incorporated in the format with some change producing the bad version

The new eso-pic.sty seems to have a different problem since it produces

(/usr/local/texlive/2020/texmf-dist/tex/latex/eso-pic/eso-pic.sty

although I am up to date with TeX Live Utility (This is XeTeX, Version 3.14159265-2.6-0.999992).


 I could not find how the new xelatex 2020.7.18
was generated to try to understand the problem.
