Percentage width doesn't work with recent texlive

PS- update. I've managed to get a use-case that works with a small
document, attached here.

The breakage is now as following: if a figure caption has a foreign
language in it, footnotes on the same page are rendered in the same font as
that foreign-language word, and missing glyphs throw an error.

I hope that's minimal enough. I'm not sure If that's related to the weird
percentage-width error I was seeing before, but I *did* see that error on
one compilation run.

You can insert a picture of your choosing into the float. It doesn't seem
to matter.
