tl20 final freeze

Nothing urgent has come up yet, so as far as I know last night's pretest
build and current pretest images are what will be released as TL20.

The DVD production and mailing will naturally be delayed this year.
We have no ETA at this time.

I expect to make the electronic release of TL in about a week, plus or
minus, depending on how the testing of the whole TeX Collection goes.
