License entries for multiple licenses in TLPDB

Dear list,

while trying to understand the TLPDB format, I noticed that license entries for
packages with multiple licenses are handled differently from all other entries
with multiple values (e.g. topics).

To give an example: The `academicons` package is licensed as LPPL 1.3c and as
OFL and has multiple topics. Thus, the TLPDB entry has

catalogue-topics font font-supp-symbol font-symbol font-ttf
catalogue-license lppl1.3cofl

This leads to the question why other entries have space separation for multiple
values but the license entry has not. That makes it hard to filter packages by
license.

I would appreciate a statement whether this difference in the entries is on purpose.
