Problems with installation from using rsync download on win10

It could be related to the newly introduced versioned archive files and
the symlinks that map filenames with revision numbers to filenames that
do not change.

I think the installer relies on those symlinks and maybe these symlinks
don't work in Windows.

But I'm not an expert here. It could just as well be something
completely different.
