Ah, OK. But, IMHO, all concerning symlinks shouldn't be hidden in
"Experts only" zone and shouldn't be provided only through command line.

Did you run it as root?

With command line, every tlmgr command can indeed be run. But it is
worth providing menus/buttons/whatever that let the user deal with
symlinks (just as `tlmgr -gui` does).
