Well, in the Windows world, when one is installing a program for all 
users, one installs it as (an) administrator, which ensures that it 
/really/ goes into C:\Program files [(x86)] and not into some hidden 
directory which pretends to be C:\Program files [(x86)] for the current 
user but which is complete invisible to all other users.  Now as far as 
I know, TeX Live does not try to insert anything into C:\Program files 
[(x86)], but the idea of installing for all users as (an) administator 
is so deeply ingrained that I did not consider for a second that I might 
install TeX Live as myself. And to be honest, I don't /want /to install 
it as myself.  I could, I suppose, create a TeX Live user, and install 
it as that, and I will do that if you recommend that I should.  But the 
TeX Live hierarchy should most certainly not be owned by me, or by any 
"real" user for that matter.
