I just remade the Macintosh BasicTeX install package, which uses the TeX Live small scheme. The resulting package contains luatex, but in the package lualatex is a symbolic link to luahbtex.

So either the link is wrong, or else the simple scheme should contain luahbtex rather than luatex.
