[prestest] Self-update fails on Win7

Because of this disorder I plucked up courage and did tlmgr update
--force --all, for the first time in my life.

So I noticed that --force does *not* prevent infrastructure. It is only
delayed until the end of all other updates. That is, after the run
fmtutil-sys tlmgr attempted to update infra again, in spite of --force.
Is that intended behaviour? The doc says that --force --all would update
all packages but infra.
