I fixed it now, meaning that if the remote repository has a release year
	YYYY-somename
like all the repos I manage do
	2100-tlcontrib
	2100-tlgpg
	2100-texjp
etc, then tlmgr allows newer years on the remote side, even if only one
repo is given.

That means, with (hopefully) todays tlmgr, you can do
	tlmgr --repo ...tlgpg install tlgpg
despite tlgpg repo having
	2100-tlgpg
as release year set.
