I think the current version of ConTeXt:
mtx-context     | current version: 2020.02.17 12:06
is not installed yet in TeX Live.

I succeeded to run the current TeX Live version of ConTeXt:
mtx-context     | current version: 2019.03.21 21:39
as follows.

First I executed
mtxrun --generate

Next I executed
context test.tex
for the following file
%
% test.tex
%
\starttext
This is a test.
\stoptext

Then the format is automatically created in
$TEXMFVAR/luatex-cache/context/...../formats/luatex
and
test.pdf is created.

mkii formats (for pdftex and xetex) may be created by
fmtutil-sys --byfmt cont-en
