@INC in updmap

Hi,

to make /usr/bin/updmap able to find 
TEXMFROOT/texmf-dist/scripts/texlive/TeXLive/TLUtils.pm
i need to put
unshift(@INC, "$TEXMFROOT/tlpkg", 
"$TEXMFROOT/texmf-dist/scripts/texlive");
in /usr/bin/updmap.
That's how it's done in e.g. /usr/bin/fmtutil, which works 
out-of-the-box.

While i'm here:
docs from package texlive.infra contains
texmf-dist/scripts/texlive/NEWS
which may be moved to
texmf-dist/docs/ somewhere
