On Linux, this reports
texdoc warning: No viewer defined for ".md" files, using "viewer_txt"
instead.
and opens 'Okular' (KDE document viewer) on the 'README.md' file from
/opt/texlive/2020/texmf-dist/doc/plain/pwebmac/README.md . Also,
$ kpsewhich pwebmac.tex
reports
/opt/texlive/2020/texmf-dist/tex/plain/pwebmac/pwebmac.tex
and this should work for you as well.
Maybe in a future revision of the 'pwebmac' package, I'll include the
short documentation in a more accessible format.
If you want to try 'pwebmac.tex', simply 'weave' your WEB source as
usual and replace the first line in the TeX file with
\input pwebmac
and run your favourite TeX engine (plain 'tex', 'tex "\let\pdf+
\input...", 'pdftex', and 'xetex' are currently supported).
