Arigato gozaimasu, Takuto-san.  In fact I make no use of TEXMFHOME at all, and make all
local modifications to TEXMFLOCAL, so will follow your initial advice and create
TEXMFLOCAL/texdoc/texdoc.cnf to contain only "fuzzy_level = 0"
