One change in the hyperref release that went to ctan this week

  * Make the default driver be hdvips not hypertex
      (matching configuration used in miktex/texlive since at least 2002).

That means that you should be able to delete the site wide hyperref.cfg



Having the core hyperref code set one default then having the tex
distributions over-ride it (apparently since forever:-) seems
unnecessarily complicated, and it's confusing (or at least, it
confused me) when the code as distributed doesn't match the code in
the hyperref repository.

The full content of the file is as below but does nothing now as the
default is hdvips anyway.
