tlmgr -- no updates message inconsistency

Hi Robert,

thanks for the report, I made the following changes, all with no updates
available:

$ tlmgr update
... error message

$ tlmgr update --self
...
tlmgr: no self-updates for tlmgr available

$ tlmgr update --all
...
tlmgr: no updates available

$ tlmgr update --self --all	# same as --all --self
tlmgr: no self-updates for tlmgr available
tlmgr: no updates available
