luatex problem with file with umlauts on windows 10

my locale is de_DE.UTF-8. But the luatex manual claims that the
locale is set to a neutral value at the start, so I don't think it
is really relevant. My hard drive is NTFS. I have no idea how I
could tell lfs something about my file system (or how to query what
it thinks about it).  
But the same file on the same computer with the same command line(s)
works with miktex but not with texlive so I don't think that
something is fundamental wrong with my settings.
