LaTeX compilers can't find files in texmf-local

Hello, here is an update about my issue:
the problems seems to be about directory permissions,
because when I run pdflatex or kpsewhich as an *administrator* everything
works fine and I am able to compile the document.
However, whenever I try to run either command as a *normal user, *kpsewhich
will return no output and pdflatex will complain about the missing .sty
file. It seems however that even after giving full control of the
C:/texlive/texmf-local/tex/latex/local directory to all users the issue is
not solved; this behavior seems strange because with TeXLive 2019 I did not
need to change any permissions.
