In the bin directory in
CTAN/systems/win32/w32tex/context.tar.xz
there is a file curl-ca-bundle.crt.
Save this file in SOME-DIR,
and make a file wget.ini with a line

ca-certificate = SOME-DIR/curl-ca-bundle.crt

(please use forward slash as dir separators)
in the "same" directory as that for wget.exe.
