Ok, indeed, tlcockpit doesn't like this output, and probably tlshell
neither. In machine-readable mode this looks like:

$ tlmgr shell --machine-readable --repository ctan
protocol 1
tlmgr>
load local
OK
tlmgr>
load remote
start load http://ftp.yz.yamagata-u.ac.jp/pub/CTAN/systems/texlive/tlnet
fail load http://ftp.yz.yamagata-u.ac.jp/pub/CTAN/systems/texlive/tlnet

Which kills tlmgr, which is not good ... thus tlshell complains, as well
es tlcockpit.

I need to fix this on the tlmgr side, but this will be done after the
release.

If you fix the repository to one of the pretest mirrors, then it should
work.
