I cannot reproduce this unless you are having a strange tlmgr setup.

Could you open cmd shell with the installed tlmgr available, and type in
	tlmgr repository
followed by
	tlmgr update --list
and send the output?

Here I have no problems (well, some strange ones, but then, it is JVM,
which is stupid) wrt loading repositories and displaying updates.

PS: Ahh, and last but not least, it would have been nice to have this
kind of testing **before** we make the final iso image ...
