Whilst Microsoft were rather more successful than many of us anticipated in panicking Windows 7 users into downgrading to Windows 10, there is a very substantial hard core (clearly including myself, on almost ten machines) who flatly refuse to dowgrade.  The latest statistics suggest that over 20% of the Microsoft installations still run Windows 7.  Policy is nothing to do with me, and whether or not TeX Live should/must support Windows 7 is not for me to say, but I do believe that if Windows 7 were not supported then that would be an error of judgement, and a great dis-service to a very large number of extant TeX users.

Unless/until Microsoft drop the tablet-mentality "tiles/panes" user interface and replace it with something more professional, in Windows 10 and/or one of its successors, I for one will not consider downgrading.  Indeed, when I purchased my most recent machine (a Fujitsu Celsius with i7 processor), I deliberately chose one with an older processor so that I could continue to perform Windows 7 upgrades without hacking the O/S; Windows 7 upgrades are no longer offered to hoi polloi, so these days I could buy a more modern processor without loss of functionality, but I would never consider a machine that would not support Windows 7.
