luatex doesn't find files with non-ascii on windows

luatex is used as an interpreter of many scripts in TeX.
It is quite possible that the new change may introduce many
undesirable side effects. Thus I recovered the original behavior
in the case of "luaonly" mode in the latest update.
If used as a TeX engine, the new change is enabled.
