I don't know how many old documents are affected.

There are only very few macro packages in TeX Live which contain
\pdfoptionpdf*, try

  cd texlive/2019/texmf-dist/tex && grep -r \\pdfoptionpdf

If it's too annoying to have all the old stuff in the WEB code and you
still want to keep backwards compatibility, a possible solution could
be to put aliases like

  \let \pdfoptionpdfminorversion \pdfminorversion
  \let \pdfoptionpdfmajorversion \pdfmajorversion
  ...

into a separate file and \input this file when the formats are created.
This way it's quite easy to postpone the decision at least.
