Hyperref change breaks every document that I'm writing!

that is not a hyperref error, it comes from graphicx

could you narrow this down do a small minimal example others can test?

Since the hyperref changes and using the new hyperref every document
that I'm writing is now broken!

This is what it shows when trying to use a table of contents

and if I disable the table of contents, then it breaks on footnotes.

I can't find anyway of getting the old settings working with the new
version.

So how do I use the old hyperref package which is stored in
'/home/boudiccas/texlive/2019/tlpkg/backups/hyperref.r52100.tar.lz4'
please?
