versioned container switching

This is what happened today when I tried to istall from a local repo
that is perfectly up to date, but without the symlinks:

TLPDB: cannot find package texlive.infra.tar.(xz|lz4|gz) in E:/texlive-2019/tlnet/archive
Installation failed.
Rerunning the installer will try to restart the installation.
Or you can restart by running the installer with:
  install-tl-windows.bat --profile installation.profile [EXTRA-ARGS]
or
  install-tl-advanced.bat --profile installation.profile [EXTRA-ARGS]
E:/texlive-2019/tlnet/install-tl: Writing log in current directory: e:/texlive-2019/tlnet/install-tl.log
