mktexlsr.pl is in scripts/texlive which is never in PATH. It is called
from another binary using a relative path to its location. Once you
invoke something partially from your TL from TUG and partially from
your Linux distro, the SELF location will be wrong and mktexlsr.pl
will be searched for in a wrong place. If you do not put the path to
your TL to the beginning of PATH, you will get a lot of strange errors
caused by the very same reason.
