grffile not included in last update

hi grffile.dtx should generate two .sty

grffile.sty  grffile-2017-06-30.sty

but they seem to have been dropped, I guess because I kept the
oberdiek bundle extraction

tex oberdiek.dtx

rather than having a separate .ins file.

Perhaps I should have included a tds zip, but it's such a small
package I didn't include one in the ctan upload, seems I can't win
with that choice...
