regression/bug in graphics inclusion with double extension

Dear all, especially LaTeX Team,

it seems that something between 2019-09-30 and 10-30 has changed,
because suddently graphic files with double extensions are not
recognized anymore:
	LaTeX Error: Unknown graphics extension: .foo.png
This break for example all the python sphinx tests and lots of builds.

Is this a known regression?
