Executable bits for install-tl

    I've noticed that when I do the initial rsyncing, `install-tl` isn't
    executable.

install-tl is executable on tug, but not on ctan. CTAN folk, help?

(I agree it should be executable; that's the whole reason it is there in
the first place, likely as a result of your request. :) --best, karl.
